Leesa Allen is a public policy expert with more than 30 years of government and professional consulting expertise in Medicaid and Human Services. Leesa most recently served as a Managing Director at a professional consulting firm where she leveraged her extensive 25-year Pennsylvania government service expertise to provide direct client support, strategic advice, and relationship management to government agencies, health plans, and providers.
During her extensive career with the Pennsylvania Department of Human Services, Leesa served in multiple leadership roles most recently as the Executive Deputy Secretary and the Medicaid Director. Leesa was instrumental in the design, implementation, ongoing operations, monitoring and assessment of Medicaid physical, behavioral health and long-term services and supports managed care programs; Medicaid expansion; IT payment and eligibility systems; home and community-based services; children, youth and family services; and program integrity initiatives.
